The request at that time was to disable traffic to a peer, you can search on
the closed issues or pull requests here, the discussion was a while ago and the
needs were limited to ip destination matching, with concerns to keep the speed
of processing as fast as possible.
Is it 5.1.4 from tarball/packages or the git branch 5.1 that you are using? I
will try to compare and see what is different between the two.
