Current implementation requires kernel with `SO_REUSEADDR` and `SO_REUSEPORT`.
I have checked sources and found several places where this features also 
required.

I have a question.
Can we relay on statement "all kernels provide  `SO_REUSEADDR` and 
`SO_REUSEPORT`" functionality?
