I cannot help you package `nats.c` (due to limited time resources), but I can
guide you on how to do it yourself.
Please read aport tree description

Then you need to prepare the APKBUILD file for nats.c package.
Repo of aport files located at https://gitlab.alpinelinux.org/alpine/aports.
Here, you can find numerous examples.
When you have compiled nats-c package, then you can create a pull request for
`testing/nats` package. New packages need to be placed into the testing folder.
When your pull request is merged into `aports` repo, then we can package
Kamailio nats module.
