It looks like not all deps are installed.
try
```sh
wget
https://raw.githubusercontent.com/kamailio/kamailio/refs/heads/master/pkg/kamailio/obs/kamailio.spec
dnf builddep kamailio.spec
```
If some packages are not present, then try installing them.
