This is by design, a reload delta is available as module parameter:

A new global parameter can enable locking to serialise rpc commands execution:
- https://www.kamailio.org/wikidocs/cookbooks/devel/core/#rpc_exec_locks
Further improvement can be done, discussions about usage with current design
and proposals should be on sr-users mailing lists.
