When is be available, then RPM can be compiled. meantime you can use this repos http://rpm.kamailio.org/centos/8/5.3/5.3.2/x86_64/Packages/k/ rpm version deference because on OBX spec file manually edited. On rpm.kamailio.org generated from GitHub repo OBS repos still officially until is changes officially announced.
