I think those are different things. 

DNS SRV/NAPTR are tools for a service provider to tell users and devices how to 
connect to the service.
By modifying DNS records, you can control your heard and handle failover and 
load balancing.

Dispatcher is great if you control both ends of the connection or have a 
service provider
who doesn’t understand the benefits of DNS.
