Hello, not using it myself often, not its developer, but the skip_modules should have similar purpose as exclude_modules and come to work together is some cases, where exclude_modules is more like a permanent list (set automatically, even not given in the make command arguments) and skip_modules can help omitting from the current compile group of modules. Look inside INSTALL file, there are some examples there.
