why i get error:

loading modules under 
/usr/local/lib64/kamailio/modules_k/:/usr/local/lib64/kamailio/modules/
 0(47034) : <core> [cfg.y:3389]: yyerror_at(): parse error in config file 
route.cfg, line 61, column 28-43: function lookup: parameter 2 is not constant

if i set !lookup("location","$dlg_var(callee)") than config check ok, but 
runtime error.
