Fix Python 2.7 compilation.
Lib/bitrig1 depends on pybuilddir.txt, but the Makefile doesn't.
Therefore it breaks trying to cat(1) the file. Fix it by
making the Lib/bitrig1 target depend on pybuilddir.txt.
