forbid command execute ?

Hello,

I want to allow access via ssh only for interactive sessions like
telnet/rlogin.

How can I configure the sshd for forbidding execute commands or
allowing only interactive sessions ?
I dont't find any arguments or switches for the sshd for this problem.
