Fascist question

What exactly does the Fascist Logging ability of ssh do?  I
am unable to tell a difference in my syslog file with this option
turned on vs. off.  The man pages say this is seen as an 
invasion of privacy...what exactly does it log?  Any help would
be greatly appreciatted.
