Thanks amanda
My problem was,
I had compiled ssh with libwrap support. I thought the name of program to
add to /etc/hosts.allow was
just the regular sshd2; but it turned out to be sshdfwd-22.
That fixed it.
Thats why my connections were hanging. I found that when I installed sshd1
and ran it in debug mode.

IP-chains do you have? What routers and firewalls are in your net? What
servers and clients are you trying to connect? Please provide logs from ssh,
sshd, inetd, httpd, tcpdump...
