Yes, edit the file /etc/issue, and /etc/issue.net and put
whatever you want in them.  Also, edit your /etc/rc.d/rc.local
script and ensure that any code that writes to the issue files is
commented out.

Most distributions have code in their startup scripts that
creates the issue files at boot time automatically.  This is
annoying however.
