Let's get some more data on this. try:

( shouldn't work, but find out why )
prompt> scp -v postgresql-6.5.3.tar.gz

( should work if you're a valid user on the remote system )
prompt> scp -v /tmp/postgresql-6.5.3.tar.gz

( do you have a valid home directory and permissions to create files there? )
prompt>ssh -v "cd ~audsanee; ls -al ~audsanee; touch test_file"

( of course, can you read the local copy of the file? )
prompt> ls -la postgresql-6.5.3.tar.gz

( how about /tmp? is it also hospitable to you? )
prompt> ssh -v "cd /tmp; touch /tmp/test_file ; rm test_file"

my gut says you have remote side permissions issues. I hope this helps.
