OpenSSH does not (yet) support hostbased-authentication.
you need hostbased + pubkey or hostbased + passwd authentication
to achieve your goal. does your windows client support hostbased
authentication?
alternatively, you could use libwrap to restrict access to certain
ip-addresses.
