Yes, telnet to port 22 of the server and see what happens. If you get a
Connection Refused, it means the ssh daemon isn't running or isn't
listening on port 22. If you get connected and then disconnected, it could
be tcpwrappers doing their thing.  Also, check the syslog to see if the
sshd reported anything.
