Well, since you're a US government agency, you have licence rights to
the RSA algorithm (RSADSI allows this to USG and MIT users, because of
the algorithm's development history), and therefore can legally use
Jonas Wallden's NiftyTelnet SSH, even before the patent expires in
September.  http://www.lysator.liu.se/~jonasw/freeware/niftyssh/

(Also, it would cost money, but you could use the AppGate client,
http://www.appgate.com/products/appgate_client.html).
