Patch bundles for the OS (which include patches to the front end and back
end of the compiler) are available at
ftp://ftp.service.digital.com/pub/unix/patches
The developer's toolkit (including newer pre-releases of the compiler) is
available at:
http://www.unix.digital.com/dtk/
However, I believe that neither of these are required to fix the problem
you're seeing. The problem is likely in how you're configuring ssh, not
in the compiler. You don't mention which version of the OS you're using
or what CFLAGS you've tried, but trying something like:
CFLAGS='-std -O2' ./configure --prefix=/blah --exec-prefix=/blah
should get you farther along.
