The SSH2 protocols are on their way to becoming Internet Proposed
Standards, and are therefore open to anyone to implement, so far as I
know. The Internet Drafts of interest are in
ftp://ftp.ietf.org/internet-drafts; see

draft-ietf-secsh-architecture-05.txt
draft-ietf-secsh-auth-kbdinteract-01.txt
draft-ietf-secsh-connect-07.txt
draft-ietf-secsh-transport-07.txt
draft-ietf-secsh-userauth-07.txt

and maybe draft-provos-secsh-dh-group-exchange-00.txt (this last is not
a product of the Secure Shell working group).

Note carefully that these are not yet RFCs, and hence are subject to
change.
