OpenSSH doesn't currently support challenge response auth.
There was a patch for commercial SSH to add a lot of PAM functionality
which may help. It is available from the linux-PAM distribution site:
http://www.kernel.org/pub/linux/libs/pam/pre/applications/
It would need a bit of adaption to fit with OpenSSH.
