sshd: how to reread host_key/config file.

Hello,

I have openssh-2.1.1p4 - sshd running.

1) How do I tell daemon to reread configuration file and host_key file
at run time - (either programmatically or command line ) ??

2) Can sshd come up without host_key_file and after daemon comes up,
create host_key_file and signal sshd ?
