Are you trying to install as a non-admin user?

You don't need to install ssh. Just copy the files from a Win9x/NT 
machine and create a shortcut for ssh.exe. The first time you run you
will get file extension associations in Explorer and a new random seed.

(that's what happened for me anyway, SSH 1.1 and Win2kPro)
