  I run debian woody on my laptop and have compiled openssh 2.3.0p1 without
problems.  This is what I have.

root@mickey# dpkg -l | grep -i pam
ii  libpam-crackli 0.72-12        PAM module to enable cracklib support.
ii  libpam-modules 0.72-12        Pluggable Authentication Modules for PAM
ii  libpam-runtime 0.72-12        Runtime support for the PAM library
ii  libpam0g       0.72-12        Pluggable Authentication Modules library
ii  libpam0g-dev   0.72-12        Development files for PAM
root@mickey#

Its just a thought.  Maybe you need to have libpam0g and the corresponding
devel libs installed.
