ssh connection failed

I've installed openssh-2.3.0p1 with option --with-tcp-wrappers.
Platform is Solaris7, with openssl installed, OpenSSL 0.9.6 [engine].

Installation has successfully done but I facing problem connecting with 
ssh. Error message : Secure connection to <ip address> refused.
I've configure hosts.allow file to allow the sshd, but same problem 
persists.

Could any one advise me on whether any configuration missing?
