>From what I see on OpenBSD, the primes file is not generated but part of the
/etc source distribution of OpenBSD (and not of ssh).
You can download it from:
http://www.openbsd.org/cgi-bin/cvsweb/src/etc/primes?rev=1.1
and manually install it as it is done in OpenBSD:
${INSTALL} -c -o root -g wheel -m 644 primes ${DESTDIR}/etc
