Other way around actually. You create the private/public key file on your
windows machine and copy the public key to the $HOME/.ssh directory on your
linux server.

Normally it's called identity.pub... I believe the directions say to copy
that file up and then duplicate it with the name authorized_keys.  At least
that's what I did and my server is working.

Make sure you read this paragraph in the installation, that's what bit me in
the butt:

If you are using PAM, you will need to manually install a PAM control file
as /etc/pam.d/sshd (or wherever your system prefers to keep them). A generic
PAM configuration is included as contrib/sshd.pam.generic, you may need to
edit it before using it on your system. If you are using a recent version of
Redhat Linux, the config file in contrib/redhat/sshd.pam should be more
useful.
