I'm not sure I follow, but just in case:
"scp" _is_ indeed included with OpenSSH 2.5.1p1. This package has been port
as part of the Cygwin *nix tools for NT (http://cygwin.com/). Just download
and run http://cygwin.com/setup.exe.
