When going from Openssh 2.3.0 to 2.5.1 Solaris version, I get the following when I try and start up the ssh daemon.

Disabling protocol version 2. Could not load host key

If I move the /usr/local/etc directory out of the way, before make install it recreates those keys and works.  Is there something I am supposed to do to be able to keep the existing keys upon upgrading?
