There's propably a 2GB file size limit in scp. (I'm not sure about the
newest OpenSSH nor SSH.com SSH2 scp).

You could do

ssh hpdbv03 "cat > /ccb/ccb20/pkgeoiad/CCB/DATA/TAR/ BILLY_2028_2218.tar" < 
BILLY_2028_2218.tar

to workaround that.

(or gzip BILLY_2028_2218.tar; scp BILLY_2028_2218.tar.gz ... 
 That is, if gzip handles that.)

Depending on your connection you may want to use ssh -c blowfish (for LAN)
or ssh -C -o CompressionLevel=9 (for slow connections).

BTW: please fix your mail setup.
