Sure. One may think authentication forwarding was done for this
purpose...
Be aware that as long as host1 has access to the agent on your
administration server holding the secret key it can use it to answer
challenges.
But then, if you really tunnel the session you will establish an ssh
connection between host2 and your administration server anyway.
