If your starting through inetd, that is the problem.  When starting through
inetd, ssh generates an internal key, and on a slow machine it could take a
few seconds.  Something else to look for, does that machine have DNS
resolution problems?  Over 60 seconds sounds like a DNS timeout.

to get a connection faster. Sometime the system takes over 60s to connect
even though it is not particularly busy.
