Scp with Windows 2000 ssh server

Has anyone / or does anyone know why i can log into my Ssh server, move around directories etc etc but i can't scp , runs through scripts ok then get to CMD.exe Microsoft Windows 2000 [version 5.00.2195] and then doesn't copy. It also gives me no errors in verbose mode or gives me any clues. I have read this problem in a FAQ's with a couple of solutions and nothing has worked. I have tried several clients which work on Linux ssh servers including a windows client. Everyone can log in, no one can copy, regardless of the machine ...   I'm pulling my hair out trying to work out why ??  i have triple checked my syntax with Scp and i've tried PSCP but it has to be the server as these clients work on other Linux servers ....
