Are you root on your linux box? Other users probably don't have the
right to write to /.
All filesystems are most likely mounted read/write. CD-ROMs and other
such devices must of course be mounted r/o, and some people like to
mount file systems containing system software only (such as /usr) r/o
to prevent unauthorized alterations. So the fact that root is mounted
r/w has nothing to do with your problem. Think file/directory
permissions instead.
