I've tried looking for this (both on the archives and via google) but
couldn't find anything useful, so apologies in advance if it's a known
issue...

For some reason, SSH 2.9p2 on Solaris 2.7 refuses to allow anyone other
than root access via publickey authentication. It looks like it tries,
but immediately fails, then proceeds to password authentication.

The hosts in question are running SSH 2.9p2 and OpenSSL 0.96b. Below is
the verbose outbut from an attempted connection. If additional logs, or
configuration questions are needed, let me know.
