It's the MK48 Torpedo. Not really steam, no water involved. The engine is an external combustion type, but uses the gas from the ignition of the fuel to provide the pressure.
How do I know this, spent way too much time in the ocean submerged. Plenty of steam back aft spinning the turbines.
