For thin brass I use snips or an abrasive wheel on a Dremel tool. When I made the cab and saddle tank for my americanized Lady Anne, I borrowed a 'nibbler' then dressed the corners with the dremel and files. I also used an abrasive cut-off wheel in my table saw to cut the long , straight portions.

Don't forget to check out friends and even local sheet-metal shops. My dad has dealt with a local shop for a while, and they rolled my inner and outer tank shell and bent the bottom edge/footboards from the inner shell on their brake, all for only $5.

I have not had a chance to try this, as I don't have one. If you use an electric resistance solder device you can draw you bend lines with it, thus annealing only the part to bend. I've been told you can get very good, straight bends with this method.
