We have the same problem with resonance speeds when designing and operating  
our large turbine and generator sets in power plants. At certain speed (RPM)  
ranges the natural vibration frequency of the shafts and rotating parts comes  
into resonance with the speed of rotation. (The axis of rotation "hunts" 
between  the physical center and the rotation center and can destroy the 
machinery.) 
Our solution is when bringing the machinery up to speed or slowing  down to 
always pass that critical RPM as fast as possible along with safety. 
I think maybe the high speed rail must apply the same or a similar  solution. 
IE, do not run the train between X and Y speeds for any length of  time. But, 
the engineer must pass through those speeds as rapidly as possible  along 
with the safety of the train and rail system. Over that critical speed  things 
are smooth, below they are smooth, but that transition speed is where  problems 
can rapidly develop.
