Oops, I was confused by the file being in the root of the project. I
would prefer if translation-specific files were stored in po/ but
according to:
http://zanata.org/help/cli/cli-configuration/
zanata-cli expects the file to be in project root?
Anyway, I'll wait until my account is set up to run some experiments.
