Maybe it needs much more memory to mlock().
I used these settings for sysutils/memtester to be able to mlock() and test
most part of newly installed physical RAM, so I used to raise it upto 80% of 
total 2GB RAM
and was able successfully run memtester within X session without any adverse 
effects.

I mean, try incresing it more.
