FYI, the issue doesn't occur on 14-CURRENT.

Also the issue occurs not only on an installed 13.1-RELEASE, but also by 
booting the 13.1-RELEASE installer memstick sometimes it doesn't detect the 
nvme device.
It looks totally random so far, the controller is XG4 NVMe SSD.
