the bios controls the ability to use it . Iirc hp has some opaque
options to enable high performance mode in the bios . This usually
kills most of the power management stuff . Google for low latency
tunings for your model and chances are you will find a pdf with
options for making the host eat more power and improve latency as
well as options that save power at the expense of increasing latency.
