Against this bug, try these two:
sysctl vfs.zfs.arc.meta_strategy=0
sysctl vfs.zfs.arc.meta_limit_percent=25
Note that in 14.0 ZFS changed a lot and no more has sysctl
vfs.zfs.arc.meta_strategy,
also it did not exist in FreeBSD 12.x, too.
