Maybe not exactly what you are asking but to upgrade the base system
could be done by:
freebsd-update -j www --currently-running 13.0-RELEASE -r 13.2-RELEASE
upgrade
freebsd-update -j www --currently-running 13.0-RELEASE -r 13.2-RELEASE
install
(in this example the jail is named www)
After that portupgrade should work fine again.
