You need to make sure you have the right settings in /etc/mail/mailer.conf.
You can copy this to that location:

Dma does not have any /etc/rc.conf settings, but sendmail might have
some. I don't think this changed from 13 to 14.
Not too intuitive, but you need to add sendmail_enable="NO" to rc.conf.
It was in the /etc/defaults/rc.conf but is changed to NONE.
NO means start sendmail_submit and sendmail_msp_queue.
As far as I know during a source upgrade your existing configuration
will not be changed. Only a fresh install has dma per default now.
etcupdate will overwrite it or ends with conflict for manual resolve.
