Yes, the bits landing in "releases" was a mistake.  I was set straight by
a few people including the previous release engineer -- ALPHA builds count
as "snapshots".

This is mostly for obscure historical reasons, and if I'm still doing this
job when 16.0 comes around I might change things to treat ALPHA builds the
same way as BETA builds, but for now "snapshots" is the right place for them.
