Hi all,

I did this:

cd /usr/local/etc/pkg/repos
vi FreeBSD-base.conf
-----------
FreeBSD-base: {
  url: "pkg+https://pkg.FreeBSD.org/${ABI}/base_release_0";,
  mirror_type: "srv",
  signature_type: "fingerprints",
  fingerprints: "/usr/share/keys/pkg",
  enabled: yes
}
-----------
Why is the repository configuration for the packaged *base* system in
/usr/*local*/etc?

Because pkg(8) is not in base but from ports.
Overriding base FreeBSD-base repository config with a config file located in LOCALPREFIX:-/usr/local is comprehensible and the way users are supposed to do according to the notes in /etc/pkg/FreeBSD.conf.
