Not intentional. We shipped the packages but forgot the config file. It
should be fixed in BETA3. (Patch is here: https://reviews.freebsd.org/D53199)
Good, thanks for fixiing the Issue. this is what the BETA's are
for.
Indeed, and thank you for reporting it! (And in particular for reporting it
as "this file is missing" rather than "installing packages doesn't work",
which would have been much harder for me to track down!)
