[SCSI] fix incorrect value of SCSI_MAX_SG_CHAIN_SEGMENTS due to include
file ordering
If the compiled object doesn't include linux/scatterlist.h before
scsi/scsi.h, it will get an incorrect definition of
SCSI_MAX_SG_CHAIN_SEGMENTS.
