Adds a "make all" rule to tools/Makefile, allowing stable maintainers to more easily build-test candidate patches. Please consider applying to all relevant stable kernel versions.
This is v4.4-rc2 upstream commit f6ba98c5dc78708cb7fd29950c4a50c4c7e88f95 (tools: Add a "make all" rule) backported to all active stable versions which have tools/Makefile.
